While Dexter could use therapy for a few reasons, it is highly unlikely that it would have done anything to stop his homicidal impulses. Although it is debated, studies -- particularly more recent studies -- seem to indicate that the minds of serial killers are wired differently and very resistant to rehabilitation or therapy. Perhaps intensive therapy would give him ways to suppress his need, but the need itself would never go away, and at some point, he would be likely to act upon it again. That's part of the reason Harry decided to try to channel the need into something more beneficial than destructive. I imagine another reason is that by placing Dexter in therapy, he could have opened him up to exposure, maybe even had him taken away and institutionalized, and Harry didn't want to risk that. Of course, that's just assumption on my part, seeing how Harry is interacting with Dexter and how much he seems to really care for him.
