She didn’t speak a word and I still got emotional when she sacrifices herself so Finnick can help Peeta.

It adds a lot to her performance. Effie and Haymitch couldn’t allow themselves to get attached to the tributes because they always lose. They would be even more destroyed as human begins than they already are. Effie and Haymitch allowed themselves to become attached to peeta and katniss because they won and were supposed to be safe from then on.
