Schools like thise, or generally Japan i think? Are always isolated in 3 Years so you will encounter that in many animes. They usually follow an easy hirachie rule, first years are really disadvantaged and get overlooked because they are just first years, second years are the one having fun and doing most of the activities especially in Sport related clubs for example (in case you ever get to shows like Haikyuu) and third years are the seniors and have the highest respect but usually they leave the clubs to focus on their studies and those are the most important studies too because they will determine which university they can get in to. Shirogane, Kaguya and Fujiwara are all second years so they don't need to do a another years and technically they shouldn't because this school is very prestigious and equally hard to give their students the best chances in life, studying like hell is obligatory. That is why it was really selfish of kaguya to ask more of shirogane fully knowing he overworks himself and it will be even more cruel in his third years.
