In a nutshell, think of Minority Report. The story takes place in a dystopian society in which a number of police divisions are tasked with apprehending/executing “criminals”: people that have been deemed dangerous to society, regardless if they are indeed criminals or not. From there ensues the psychological debate on whether people “potentially” dangerous should be considered criminals or not, and what that decision is based on.
