Awwww, Marlow is the best! You seemed confused by the actions of the main military police members? It's already been suggested that those best at fighting (top 10 cadets in each class are the only ones eligible to join the military police), are those furthest from the fighting. So, why wouldn't those same people then get used to the cushy life, take it easy, find ways to cheat the system and overall be corrupt? Esp when their leader, Nile Dok, has no backbone. (He's the one that wanted to execute Eren in the courtroom, and whom Levi quipped at for his lack of a beard). Nile's pretty to look at, but overall useless. Weak leaders have weak underlings.
