I wonder if Roddenberry's failure to make a series after TOS (three pilot shows that were not 'picked up' by a network) and his experiences at ST conventions, university campuses discussing ST resulted in him exaggerating the great positive vision of TOS and seeing it as his only lasting legacy. He might have seen TNG as his way of enshrining The Roddenberry Mythos. He may have fallen into a trap that ignored drama over the cultural impact he thought ST had.

This episode is often cited as the turning point for TNG, where it moves from being mostly plot-driven, to having a stronger focus on how the characters are affected by the plot. Many consider it the moment that Star Trek "grew up." Interestingly, Gene Roddenberry hated it! By this point, he'd gotten a little up himself over the whole notion of him being this great visionary who saw what humanity could become and in his mind, by the 24th century humanity would be so advanced that even children would just accept that death is a part of life and there would be zero trauma from it. His ideas had become more about depicting a better tomorrow and less about depicting an entertaining TV show!
