I'm an old GenXer who had the privilege of watching TNG as it originally aired. Somehow, though, I missed the premier episode of season 3 (maybe my local station didn't show it in lieu of a baseball or something, lol). In any case, for the longest time I thought "Ensigns of Command" was the premier-- and I think it works so much better! I love Picard getting the upperhand on the Shelliac! And more importantly, I remember the glee of seeing the opening in Ten Forward with Gate McFadden back! In my "head canon", this will always be the start of Season 3!

The first 2 season had chaos in the writing room than when they were finally done, Rodenberry or his lawyer would make last minute changes. By season three Rodenberry's health had made it hard for him to be involved in day to day decisions. Michael Pillar is hired to be the leader of production and writing. Unlike the first 2 seasons there is a vision for where the show will go and it shows.
