Yes that was supposed to be Buddy holly at the end. Peggy Sue was one of his hits if not the biggest song he did. It was way before my time so I know only a little about Buddy Holly
As for your question about who the target audience was, it was meant to be for people around the same age as the show creator Donald P Bellesario. A nostalgia trip for people who grew up in the 50's-70's & a little bit in the early 80's while for people my age who were just a kid when this came out it was a little window into a time before you were born.
You asked about what happens if Sam fails to do what he's supposed to do, occasionally when they were going to air a repeat during the season they would edit in the leap in from the episode being repeated. I've seen fans online try to justify these moments as Sam didn't do something he was supposed to do, so he ends having to try it again but doesn't remember it because of his swiss cheese memory

What I remembered from watching this years ago last week when I saw this one was next was that it was a boring episode but I liked the twist at the end. I’ll still stick with that summary. You hit the nail on the head by saying these episodes are very safe. Going in I’m not sure they had a clue who would find the show wether it would skew older for nostalgia, kids for the silly or more sci fi so if you notice each week is a different genre. By season 2 they start to take more chances and add in more topical stories.

This one is a good example of season 1 being a lil bit cringe and a lil bit hokey, the twist at the end is kinda silly, but yeah, the show definitely gets better. Next one is pretty fun.

The Target Audience for this show was family entertainment.
On the subject of what happens if he dies. I don't recall the series ever covering that specifically, but if I had to guess, if the person Sam has leapt into dies, then both Sam and the leepee end up dying.
Not a personal favorite. It definitely doesn't do Texas any favors. Grante d this was 56, but... Damn.
I'm not the keenest on the next one either, but the one after is honestly one of my favorite QL episodes
