I think it's simpler than that. Howard is a total douche and Jimmy can't help but provoke him just to watch him get mad. :-) Jimmy has been over Chuck since the day after he died. It's only the viewers that keep wanting to find some deep down repressed feelings in Jimmy who keep the hope alive that maybe Chuck wasn't as awful to Jimmy as he really was.
