The true value of a power base lies in the control over resources and the ability to command others to undertake cleanup operations and dirty work—tasks that the powerful would naturally avoid.

 

Consider the infamous Frieza, who can destroy a planet with a mere gesture. However, when it comes to finding a specific person or gathering particular information, he would not undertake such tasks personally; this is where his subordinates' importance becomes evident.

 

Xavier, observing the entire Dragon Ball universe, understands that possessing a strong, well-organized force makes many endeavors much more effective for those in power!

 

He raised his hand and pressed it downwards, a heavy oppressive force suddenly descended from the sky, pressing on everyone's chests.

 

"Fellow Saiyans who have traveled from afar!"

 

His voice boomed across the open square, clear and resonant even without any amplification. This precise control impressed all the Saiyans present, who looked up, their gazes fixed on the young, dashing leader on the platform, listening intently.

 

Xavier nodded in satisfaction, then his expression became solemn. "Once under King Vegeta’s command, we Saiyans fought for Frieza, but what did that yield? Infamy, and even the destruction of Planet Vegeta! This was a trampling of Saiyan dignity. Did Frieza think that by wiping out all Saiyans, he could secure his rule?"

 

"But Frieza was mistaken!"

 

"The dignity of a Saiyan cannot be trampled upon. We are Saiyans who fled from Planet Vegeta, and we remember this hatred!"

 

Xavier scanned the crowd, capturing all the expressions. He voiced what most Saiyans were feeling, stirring their emotions, their eyes blazing with anger.

 

Seeing that he had sufficiently roused their spirits, Xavier then spoke soothingly: "Although we are few, everyone here is an elite. You have seen the training environment on Red Mountain Planet. I need you all to train diligently, to make the name of the Saiyans resound throughout the universe, even surpassing our previous peaks!"

 

With that, Xavier unleashed his full aura. In an instant, a tremendous force exploded, like a massive mountain pressing down suddenly. A fierce wind howled, the sky and earth changed colors, and the powerful force attracted charged ions in the air, creating a spectacle of various phenomena.

 

The Saiyans below felt an overwhelming force descend from the sky, making it incredibly difficult even to breathe. Their faces were marked with shock and awe. Although they had anticipated Xavier's strength, experiencing it firsthand revealed the true extent of his power. Their gazes towards Xavier were now filled with deep respect and admiration.

 

The pressure of 150,000 in combat strength was not something the average person could withstand; a normal individual standing too close might even be stunned into unconsciousness.

Celine, Bardock, Adriel, Rebecca, Belruk, Paradis, Alice, and Liz—all glowed with a sacred, dark golden radiance. Their powers were all above ten thousand, with Celine being the most formidable at 120,000 and Bardock next at over 30,000.

 

With Xavier’s tremendous power leading, the combined release of nine powerful auras caused the entire Red Mountain Planet to tremble. The overwhelming force made it hard for everyone to breathe.

In a small conference room, Xavier, Adriel, and others gathered to discuss the future of the Saiyans on Red Mountain Planet.

 

"A census has shown that there are currently 14,622 Saiyans on Red Mountain Planet, including 10,284 adults and 4,338 minors, with a balanced gender ratio," reported a female Saiyan named Sharlin, who was among the first batch of Saiyans to be relocated. Xavier had assigned her the task of recording the demographics and other data concerning the Saiyans on Red Mountain Planet.

 

Adriel nodded and responded, "That's a substantial number, but we still lost over three thousand Saiyans in the destruction of Planet Vegeta." Originally, the numbers should have been around fifteen thousand from the relocation by Shenron, plus an additional three thousand who were early settlers on Red Mountain Planet, totaling about eighteen thousand.

 

Regrettably, over three thousand did not survive.

 

"However, having over ten thousand is sufficient to form a nation," Xavier mused, feeling quite satisfied. In the universe, aside from asexual species, population is crucial for the continuation of a race. Over ten thousand individuals were just enough to sustain a Saiyan lineage.

 

"Among these Saiyans, there are 212 elite warriors, 4,240 mid-level warriors, and the rest are low-level warriors," Sharlin continued with the report.

 

At this point, Adriel waved his hand with a smile and said, "I think we shouldn't worry too much about the matter of potential. After all, with the advanced training methods Xavier has provided, we won't face issues related to potential differences for the time being."

 

If the training methods involving ki were promoted among all Saiyans on Red Mountain Planet, the entire Saiyan race would enter a phase of comprehensive development.
