Kurapika's emperor time ability gives him 100% in all of the categories when his eyes are scarlet but he has to give up 1 hour of his life for every second he uses the ability. Neon, the girl Kurapika is bodyguarding is also a specialist.

I'm pretty sure Kurapika knows about En and other Nen techniques already, it'd be in his nature to learn and research as much as he could during his training. We can also assume that he trained longer and harder than Gon and Killua, who Wing punished by NOT training them during two whole months.. Wing was a soft master.

And 100% of his current abilities (If he progresses it will also increase his abilities thanks to his power). However someone may very well be stronger than 100% of Kurapika's abilities. Finally the "En" extends according to the power of the user. At the time of the action he only had to make a radius of the size of the building. It's up to you to see if he can go further :)
