Mega Evolution is a power that has been available to trainers for hundreds of years but the nobles of Kalos and the tribes of Hoenn refused to ever give their sacred knowledge to the general public until two decades before present day when Professor Oak witnessed the phenomenon done by a prodigal trainer who would be known to the world by the name of Red ; Red Ketchum.
This " discovery" of Mega Evolution caused Professor Oak and his student Professor Augustine Sycamore to pour years of research into the phenomenon.
Professor Oak's actions and contributions caused massive interest in the field of mega evolution by the league and out of all the outlandish theories; two are widely regarded as the best theories to explain mega evolution.
One way to explain Mega Evolution was through the concept of phenotypic plasticity, which is the ability of an organism to exhibit different physical and behavioral traits in response to changes in its environment or other factors . In the case of Mega Evolution, we would imagine that the Pokemon's body responds to certain stimuli in the battle environment (such as high levels of energy or stress) by triggering a series of physiological and biochemical changes that result in a temporary transformation achieved by the activation of certain ancestral genes that link some species of pokemon to Legendary Pokémon. This transformation may involve changes in the Pokemon's physical appearance, as well as its abilities and stats.
Another way to explain Mega Evolution was through the concept of epigenetics, which is the study of changes in gene expression that do not involve changes to the underlying DNA sequence. Epigenetic changes can be triggered by various factors such as environmental stress, diet, and other external stimuli to the ancestral genes that lied dormant. It is possible that the Mega Stones, which are the items that allow Pokemon to Mega Evolve, contain compounds that trigger epigenetic changes in the Pokemon's genome, resulting in the temporary transformation.
Whatever the case may be, mega evolution was a power that many wanted to acquire and unfortunately it got into the hands of certain people who would use the power for nefarious reasons.
Austin was aware of the existence of Mega Evolution by Cynthia and the team rocket database who revealed an interesting fact to Austin.
Giovanni was in possession of the power of Mega Evolution hence why Austin decided to target Giovanni's Beedrill which was capable of Mega Evolution.

The night air in the forest was thick with tension as a fiery explosion ripped through the peaceful silence. The trees shook as the sound of crackling flames echoed throughout the clearing. All around, police cars screeched to a halt, their flashing lights casting an eerie glow on the surrounding foliage. The officers emerged from their vehicles, releasing their water type Pokémon to put out the flames that consumed the car.
Amidst the chaos, a figure emerged from the flames, carrying the charred body of his driver that he had used as a shield.
Giovanni strode confidently towards Looker, the head of the International Police, his steps ringing out against the concrete. The other officers watched him warily, their hands hovering over their weapons as he approached Looker.
"Looker," Giovanni said, his voice cold and measured. " I believe those two criminals are involved in the disappearance of Erika."
Looker's face clouded with doubt. "And what evidence do you have to support this claim, Giovanni?"
" Those two were involved in the act of terrorism and they want you to leave Celadon City towards some landfill leaving behind a vulnerable city filled with innocents."
" .... " Looker remained quiet as he remembered ( Austin ) thunderstrike's words about Giovanni.
" My instincts were the reason I gained the title of Giovanni of the ground. I trust my instincts and you should too, Looker. After all, I've always had the best interests of this city at heart."
The other officers shifted uneasily, their eyes darting between Giovanni and Looker. It was clear that tensions were high, and that there was no love lost between the two men.
Just then, there was a sudden disturbance in the sky. Something was falling, hurtling towards the ground with alarming speed. Giovanni's eyes widened, and he quickly released his Cloyster from her Pokéball.
"Quickly, Cloyster!" he shouted. "Form a slide of ice and catch Beedrill!"
The Cloyster responded with lightning speed, summoning a wall of ice that caught the falling Pokémon just before it hit the ground. The officers watched in awe as Giovanni calmly recalled his Cloyster, unfazed by the close call.
"Impressive but I don't trust anecdotal evidence," Looker said, his eyes narrowing as he regarded Giovanni.
" Are you saying that my words don't hold any meaning ?"
The other officers shifted uncomfortably, their eyes darting nervously between the two men. They could feel the tension in the air, the palpable sense of danger that hung over them like a heavy fog.
" You do whatever you want, I'll do whatever I want." Looker exclaimed as he turned around to leave.
Giovanni's eyes flicked over to his Beedrill, and his heart sank as he saw that his beloved starter was writhing in agony. It was clear that some kind of poison had affected the normally resilient Pokémon, yet Giovanni stayed indifferent.
Quickly, he glanced down at his phone, which had been silent for what felt like an eternity. But now, to his surprise, the signal bars were back on, and he dialed a number with steady fingers.
"Archer," he said, his voice low and urgent. "Initiate Plan Omega on Old Celadon immediately."
Without waiting for a response, he hung up the phone and turned his attention back to his Beedrill, who was still thrashing around in agony.
Giovanni knelt down beside his starter and gently stroked its head as he assessed its condition. It was clear that the poison was potent, more potent than any he had ever encountered before. He knew that he had to act fast if he was to save his Beedrill.
Just then, a figure appeared in the shadows, and Giovanni tensed up, ready for whatever was about to happen. But as the figure drew closer, he saw that it was none other than Austin, dressed in his Thunderstrike costume.
"Hmm," Giovanni said, his voice laced with amusement. "I must say you have done quite your research to have thought of such a plan. Commissioning my starter out of battle while making further attempts at my life and taking me to a location you could have prepared for our battle. Impressive, quite impressive."
He chuckled softly to himself as he regarded Austin, who was looking increasingly flustered. "So, want to reveal to me your identity before you kill me?"

The round, yellow, and oversized head of a Sunflora, has drawn many comparisons to the sun itself, especially because it is surrounded in golden petals which many have argued resemble the sun's rays. This resemblance exists not by some accidental convergence, nor because it presents a larger face to the sun, but because a Sunflora's head is little more than a case in which to contain a sun stone.
The sun stone typically lays dormant, and most of the pokemon's energy is obtained through photosynthesis. The stone is more like a battery than a generator, and it allows Sunflora the energy to battle hard at night or in the rain. But when a Sunflora is in danger, or enters a battle it is truly desperate to win, and their sun stone is of the right type (for many only make the Sunflora faster, like a water-type in the rain) its true power can be unleashed.
The body temperature of a Sunflora increases dramatically as the atoms within the Sun Stone undergo nuclear fusion. Their head glows like a miniature sun and spins rapidly as it shoots out Solarbeams so fast and piercing that many have said it was more like Arceus' grass-type judgment than the beams of even a Venusaur.
However, the Sun Stone's power comes with a cost. Not only is Sunflora's head often upside-down after it uses the power, but it exacts a heavy toll on the pokemon, which is often knocked out not by its foe, but by its own sun stone. After each battle, the Sunflora's head becomes a little smaller with it the Sun Stone it envelops. It is said that if the Sunflora uses up all the Sun Stone's energy, it will devolve into a Sunkern, a fate many consider worse than death.
