It’s a rundown single story mall that was set for destruction, so they let them do whatever. They had to build a railing in front of a blue screen for the second story light up shots. Also, according to the podcast, the mall was one they found in Calgary that was set to be demolished and they were given free rein to do whatever they wanted. It was only a single story so everything from the top floor is VFX.

And even though there was already internet in 2003, there would almost certainly be some of those books for older games like Mortal Kombat II still floating around.
