The other scenario I think might be possible since Kang the conqueror is confirmed for this show, is that there already is a "Multiverse" and the TVA is doing its job under the lie that the "Time Keepers" exist when its really them unknowingly helping Kang control 1 unique timeline. Which scenario it is to me will depend on if the other bad Loki variant is from this timeline or if its even Tom's Loki. I feel like the Judge's hesitancy in her answer to Loki about "dictating the proper flow of time" shows that she only knows the company line and has never really stopped to think about it and has probably never met the "Time Keepers" either

I look so forward to them two playing cat's and mouse with eaqch other! I think, too, that Loki will blow up/burn down the TVA and thus causing the Multiverse of Madness.

He's not watching his future, he's being shown the future of the Loki who died in Endgame. He should not have that future because of what happened in Endgame. The TVA are utter bastards and power mongers trying to control the universe. And do you think that Moebius let Loki take that time control device? He'd been keeping his distance, then offers him his hand to get up, where Loki pockets it. The only way Loki can save his mom and himself is to create another future. Why did Moebius talk about escape? Didn't he seem to be just laying out to Loki what needs to be done (The TVA decides she should die over and over again, etc.) I wonder what the Loki under the hood looks like...
