It doesn't help that she's put on a significant amount of weight, courtesy of the cravings she's had for her homemade baking! As the saying goes, "Never trust a skinny baker!" Good thing Toriel's a master of her craft! Her once comfortable, reliable dress has been pushed to its limits, struggling to bundle her bountiful curves within its embrace. Wearing it now, its stretched tightly around her and nearly bursting at the seams, only making her overheating issues worse! Good thing she looks better without it, the dress can only take so much more growth before it'll be reduced to shreds!
