This is because that costume is using different paths than normal, and you need to restore Jill's hair to default so you can then use any custom hair mod.
To do this, I made this patch:

You only have to install the costume you want, then install this patch and then the hair mod that you like the most. Now it will work!

I'm working on a similar patch for RE2, although it's more complex, but I will be able to solve it ;)
