2024-03-05 07:47:36 +0000 UTCNon-spoiler - The two cities are basically mirrors of each other separated by a river. Think of it as Topside = building up but supported by the "Industrial city". Undercity = Industrial district built down for mining and minerals. Also air is more toxic the farther down you go hence the masks and water is very toxic.
