So it is never explained in the show: The walker Beta was keeping in the flashback, was his brother. Not only did he cut off his face to wear as his mask, but he took his t-shirt (the white smiley face shirt under his jackets). And because I KNOW you're beyond the point of the Whisperers now, Beta was famous...thats why he hid his face. In their world, he was a famous country singer
