The different groups have trouble progressing. The docks guys and the Greek guys are blocked, they couldn't continue their business because they knew the cops had their eyes on them. At the end of this episode, they have the impression they're safe and they decided they would restart the thing. Because they managed to trap some enemies, the Colombians, to please the fbi, so normally people should stop having eyes on them. NOPE.
The cops didn't progress a lot either, they hit the brothel but for not doing anything with it. Only Stringer advanced some little things, by deciding behind Avon's back to go with Proposition Joe. But Avon heard of it and sent Brother Mouzone (yup, sorry, at first I thought he was Avon's brother, obviously he's not), the terror with a bow tie.

So to sum up what was happening with the Colombians, the Greeks are sending them chemicals taken off the docks, used to process cocaine. The Colombians owed some money to the Greeks, but they were not very keen on paying what they owed. After Agent Koutris called the Greeks to let them know the cops were looking at George Glekas, the Greeks returned the favor by letting the FBI know about a drug shipment coming in from Colombia, pellets of drugs masked as paint pigments.
