One such destination is the already-defeated Garlemald, former home of the once-reigning Garlean Empire...
Although Garlemald is in the midst of restoration, not all are willing to admit defeat. There are those who would see the Empire rise again... even if it means forcibly converting unsuspecting individuals into mindless, empty, obedient drones.
Perhaps, to them, true victory is reducing everyone to a state of mindless obedience?
