I do feel like it's less specifically made to make everything but spending money harder, more that the paymasters will get only consider it a problem if spending money is the hard part and don't care about anything else.

F2P or not, comes to mind that MMOs and other long running online multiplayer games often have absolute garbage fire UIs after a few years running, because they've stacked new system after new system on top of each other and rarely find the time or priority for an overhaul to actually remake the UI to reflect what people use. Often ending up with niche or irrelevant systems the most easily available while regular and important interactions are buried six clicks deep. When brand new games come out with UIs like that, though, there's absolutely no excuse, and it's very likely even more cargo-cult copying with no idea what people actually like about something.

Though I haven't played it in a while I remember really liking the UI for Warframe. Firstly because I personally never felt overly abused to spend real money (there was was always at least one ad for the new and shiny stuff, but it wasn't intrusive and they're free-to-play, so I was impressed they didn't do more) Technically their expanded UI for upgrades and such was actually awfully clunky, because you have to more around your ship to get to each station that handles a different menu, but the immersion that it encouraged was really engrossing and kept you 'in character' even if you were just tidying your mod collection.
