Vagrant Story is the one for me. All it needs is a coat of paint and one-button weapon swap with the ability to save loadouts, and you're pretty much good to go.

No side quests on the map, just lots of snipers, roving patrols from depopts and bases that would be very helpful if you took out. As well as fights between AI citizens and the Soviets were you could help and recruit some more people to your cause.
