It's really a political satire of a futuristic kind of fascist Roman Empire, where (just as in the first centuries of the real Roman Empire) doing military service is seen as a highly respectable career route, where you become a citizen with superior rights, and the only kind of public information is state propaganda.

They wrote the movie as a satire of the book's message, the whole thing is anti-fascist and shows a ridiculous fascist society run by its own military killing bugs. It's a satire, rather than a parody.
