They didn't say he was "dead." Sam said he was "gone." Within the world of the general public in the MCU, they obviously believe he is dead (hence the "In Memoriam" piece in Spider-Man: Far From Home), but... is he? The lack of a funeral or body means Marvel is keeping their options open.
