Harbard is Odin. Harbard is one of Odin's many names. He called himself a wanderer at the end. Odin was known to wander the Earth as an old man in a cloak. In fact Gandalf from LOTR was modelled off Odin as a wandering old man in a grey cloak, the giant eagles he could summon were analogues of Odin's ravens. Dumbledore also followed this design as an old man in robes with a phoenix instead of ravens.
