Rat Kings Shawl: One-Sided.

I had quite a few mantles and cloaks, but I had never tackled any of the many types of Shawls!
This is a combination of watching Hilda with my little one, and the recent Rat Catcher from Suicide Squad, with a delightfully strange result. The idea of wearing a supply of magical rats is always a welcome sight right?
Tied to PB, this should grow with the user even as a limited magical item. I hope you get some mileage out of it at your table, or even make a memorable NPC.

Description:
This shawl consists of over a hundred tangled and layered rats. Frozen in their movement, one can still feel hundreds of small beady eyes following their movements in its presence. Generally frowned upon in society, they have a small dedicated niche within the adventurer and derelict community.
Tabs:
- Special Attunement: To use this cloak, the user must share a deeply kept secret with the rats of the cloak.
- Emissaries of the Rat King: As an Action, the user can summon a Rat familiar akin to the find familiar spell with exceptions. They are able to use this feature up to their proficiency bonus daily, including to summon multiple familiars. However, these familiars are limited to staying within 500ft of the user and last only 1 hours after summoning.
- While worn, the user and rats have advantage on all Wisdom (perception) checks made in swamp or urban environments.
