I was really working on making an item that could fit into the Uncommon Tier, and still make it interesting for table play. There is a notable gap in this tier, even if it is one of the most frequently played! This is what came about, though still probably a Major Tier for Uncommon, I believe it firmly rest within the tier. The Sweeney Todd references just started to flow out for the concept.
Balanced against the Rare - Vicious Weapon and the Uncommons Lightbringer/Blood Spear, I believe the +1 to Attack and a Critical only Trigger keep it within the tier and also viable for a few play-styles.
The cantrip ability (Chill Touch) of delaying healing is a bonus feature, originally intended as an every hit but the balancing of that for multiple targets in a round was too untested. If there is a lobbying for or against, I would definitely consider it for the Patreon version!
