STEP ONE - Dig out all that reference material you've been hoarding.
STEP TWO - Apply ideas from the reference to an existing idea
STEP THREE - Sit back and like the result
STEP FOUR - Realize the result does not line up with other characters you've worked on for the same project
So after edging a character closer to what I think I want, I then line them up with their peers and try to find ways to unify the designs. Usually its adjusting proportions so they match, figuring out rules (eyes are 'this' shape, mouths do 'this'...) and finding complimentary - but not identical - shapes and silhouettes.
