As often promised, the pertinent events of the visual novel will all be recapped in the comic. But in the meantime I can explain what Tempest (I can finally use her name!) is talking about here.
Isaac and Switch found her wandering alone on the beach at night. She was oddly emotionless and not terribly lucid. She spoke in cryptic warnings and demanded knowledge. Thinking of nothing better than to give her a book, Isaac offered one of Raina's romance novels featuring a promiscuous nurse. He left her with the book, and when he returned to the beach the following night, she had fully become the sultry nurse from the story. There was also a non-canon choice to give her a book about sexy cowgirls, resulting in her taking on that persona instead.
In the VN, exactly why they found her in that wandering state was never explained. It's only now that I'm attempting to convey that while crawlers may hit the ground ready in their Earth bodies, Tempest's kind wakes up a little woozy. They need to slowly acclimate physically and mentally to Earth. As she says here, they happened to catch her at her most vulnerable.
Anyhow the best way I can think of to sum up how I picture Tempest in my head is that if Halver is a knight for the Crawlers, Tempest is a valkyrie of their enemy. Proud and strong and pretty darn pissed about this whole nurse thing!
