The actual reason for the newkama being dressed like that (with stockings, garters, and over-the-top makeup) is probably because Ivankov is heavily based on Frank-N-Furter from the Rocky Horror Picture Show. If you haven't seen it, look it up and you'll see the inspo in the first couple of images that pop up. It's one of the most iconic pieces of queer media ever, especially from its time (1975).
