He has final say IF he reads them and wants to change something before publication but we don't know how closely he looks. They have also been proven wrong before, in later manga chapters. Really love the confirmation about anime censorship, since the anime aired on sunday morning (a golden time for kids show) it will reach a looot more audience compared to the manga (even though it's still popular), thus they probably think a censorship is necessary. I think there are some other censorship too but the one that changed a lot was this one
