He is gonna need more than one recruiting world since he knows he is gonna needs numbers for the potential heresy i would suggest catachan,armagedon and vostroya and it would be a good idea if ge could get some tech to allow him to move worlds like the eldar sunstealer device which can move stars or star wars center point station
