Kaku (aka Square Usopp) ends a lot of his sentences with "ja" in Japanese, which is similar to old men ending their sentences with "whipper snapper" when addressing someone. It's not the same in English, but similar enough, which is why Luffy asks Kaku/Square Usopp "Are you an old man?" after hearing him speak in a manner unbefitting of someone his age.

Yes, Water 7 takes inspiration from Venice (Italy), with its canals and waterways. If you were wondering, Venice is really famous for its carnival and the masks you see in W7 are basically replicas of Venetian carnival masks. Google it and you will see the striking resemblance.
