68 and 69 are important episodes, they're partial fillers, but they follow cover stories. For a few consecutive weeks or months, the opening page of the manga chapter is dedicated to a separate story that happens in the world. You watched those 2 Buggy episodes, that was also a cover story.

Sanji wouldn't ever hurt a woman, but if another woman is in danger it makes sense that he was willing to threaten a woman although he wouldn't have pulled the trigger under any circumstances. From his point of view it might be better to threaten a woman than letting any woman geht hurt. That might be the reason he took that gun, a weapon that's very unusual for him, but is better for threatening people than his normal weapon (his feet).

Did y'all catch what was going on with Sanji pointing a gun at Miss All Sunday's head? Usopp asks him if he knows what he's doing and he says he doesn't, he just senses that Miss Wednesday/Vivi is in danger. The fog is obscuring his vision and he was just forcefully woken up from partying. It's only till after Miss All Sunday knocks them away that he realizes it's a women. Usopp is a sniper so it makes sense his eyesight is better and he sees who it is right away. In reality, Sanji would never have threatened her if he had realized in the first place! I was so confused my first time watching it but rewatching it here helped me understand.

The reason why Garp wears this hat is because while you, from first watching this series from the live action, know that Garp is Luffy's Grandfather. HOWEVER manga fans didn't, you'd think this wouldn't matter since it had yet been revealed but in the One Shot "Romance Dawn (Ver. 2)" from 1996, an alternate version of One Piece that Oda was work-shopping and released in Shonen Jump. There Luffy has a Grandfather, just referred as 'Gramps' in that one-shot, which is the Garp's face-design we know today... the face you've still technically not seen in the anime. Then since in Japan that one shot was publicly released, Oda hid Garp's face until the familial reveal. There are some interesting differences between Romance Dawn and One Piece, and while the first general Saga is referred to as 'Romance Dawn' neither of the one-shot are a covering of the East Blue Saga. Garp is actually a Pirate in Romance Dawn Ver. 2, and he's the one who gives Luffy his hat when he sets sail. Garp is one of two kind of pirates in the 'Romance Dawn'-world, he was a "Apocryphal" which never really gets expounded on. I believe there were 'Apocryphals' and 'Builders' again, this may have been explored but it isn't the series we ended up with. Luffy first crew-mate in this one shot is basically a blue-haired Nami named "Ann" and she has a bird/panda creature called "Balloon" which in that verse are very rare and sought after. You'll actually see a version of this story depicted in filler-episode 907. There is also a OVA that incorporates One Piece with "Romance Dawn (Ver. 1)" which was a somewhat closer story/verse about Luffy meeting a girl named Silk. It's called "One Piece: Romance Dawn Story"
