I would say William. I feel like Maeve has always been aware of Dolores from day one but has never once tried to stop her or least Dolores has never been her priority unlike William whose arc revolves around Dolores, but i guess a series of events can make Maeve can change her mind so who knows.

What I think he's looking for is someone he can trust who can tell him for certain that Dolores isn't checking in on him and messing with his memories. (but then again, I haven't watched the preview for upcoming episodes, which judging by the poll results seems to point to Maeve? Don't tell me. I stand by my theory lol)
