I think Billy is one of the few True Neutral characters on TV. I think we can trust her to have the best interests of the universe and the balance at heart but that doesn't mean she cares about the welfare or happiness of the Winchesters. She will easily kill them or consign them to an eternity of misery if it means keeping the cosmos from collapsing.

Trust in Billy. I feel with her plan to have Jack be the new God that the shift in balance won't occur leading to a happy ending for the series. The only reason Sam didn't inprison Chuck is because of his fear of that shift. Chuck didn't know Jack would be returning thanks to death but even if he did know I'm sure he wouldnt let Sam know it was a possibility. Chuck is smart enough to hold back or alter information to keep himself safe.

I think she only cares about the rules. That’s why she wants Sam and Dean dead. God is playing around too much with bringing people back or killing them. Billy just wants some peace and quiet 😂😂

Yes, I think she sees God as going outside his boundaries and she’s trying to restore balance. She never liked anyone messing with the natural order and Chick is literally writing things into being instead of letting them play out and she just wants it to stop. The old death said he would one day reap God so I don’t think she sees him as this necessary figure. She can get Jack to replace him and that solves the problem in her mind.

Yes, she's Death, and Death's main goal in Supernatural is maintaining a balance in the universe and maintaining the natural order. When Chuck decided to end it all, he blew that all up. The boys have screwed thing up a lot, but never on the scale that Chuck is doing right now, and their mistakes have always been things that could be fixed. With Jack as God, there will be balance and a natural order.
