First, a question: have the guys not seen Battlestar Galactica? She played Number Six there, the blond robot. Hence the "soulless replica" reference, right after Sarah says she can't discuss this further because it would be a breach of protocol And second, yes Sarah knows better how to manipulate Chuck, but she has to protect CIA's interests, not his, and being emotionality attached makes that difficult

Being closer to the asset makes you more likely to bend or disobey rules to assist the asset. Sometimes, that can be a good thing if it actually saves the asset's life, but other times, it could also go horribly wrong and just end up being all around bad. Rules aren't supposed to cater to the times where you get lucky. They're there to prevent worst case scenarios, and in the moment, you don't always know whether it will be the former or the latter.
