In ROTS he manipulates Anakin by telling him that it’s possible to stop people from dying. If Padmé died during TCW, Anakin would be angry and driven toward the dark side and Palpatine could still manipulate him by saying that he has the power to bring people back. Things would play out differently but Palpatine knows how to work with whatever the current situation is.
