Arrowette is NOT Green Arrow's sidekick, and she never has been; in the comics she was one of the original Young Justice crew, and was actually known for being an archer superhero (possibly the ONLY one) who had absolutely NOTHING to do with Green Arrow or anyone in the Green Arrow "family", like Arsenal, Red Arrow, the new female Speedy, etc.

Yup, Cassandra Cain is amazing, but her newest code-name sucks. I have no idea why they dropped her previous tag, Black Bat. "Orphan" doesn't fit her bad-ass, take-no-shit character AT ALL; it sounds like some pathetic character you should pity and feel bad for, not someone like her, who you should be amazed by and a little intimidated by.

The thing for me with all the different characters is that, while I get feeling thrown off or confused, I don't think we are meant to know them as anything more than what we see here. That is, if you are very familiar with all the different comics I'm sure it's even better to be seeing all of these characters, but within the show itself it's more about the fact that all of these characters exist, and come into the show as needed. If we are meant to care about them more or really know them, then the show gives us more (like with Halo, Forager, and Brion). With Tim's team, you get their names, and see them in action, and that's all you really need, because that's all the purpose they serve in the story for now. The story - at least at this point - isn't trying to get you invested in them. These are just characters that exist in this world. If you know them, great, if not, it's just another part of this world that is full to the brim with superheroes. It's kind of like celebrities (for lack of a better comparison). No matter how many shows or movies you watch, there are always going to be actors you don't know, or only vaguely recognize. They only become known to you after you see them, but they're not going to be as recognized to you as actors you already know/have grown to care about due to the characters they play. Like the cameos in various Marvel movies for example . Not Stan Lee, but ones that fans would recognize from say, shows like Community, or previous Joss Whedon works. These actors make cameos in the movies, and people who are familiar with them are excited to see them, but they're meant to be just that: bit parts that require no other knowledge. It's the same kind of idea here. You don't need to really know these characters, just see that they exist, and the ones you do need to know the show will spend more time on.

Spoiler is Stephanie Brown and Orphan is Cassandra Cain, they have both been Batgirl at some point in the comics. Arrowette is obviously Green Arrow's sidekick and she actually had a cameo in the first season as the daughter of the reporter that Black Spider was threatening before Green Arrow and Artemis came to the rescue. Also a fun little thing about the scene in the car with Billy and Barry, you can actually hear Billy yelling "Shazam!" in slow motion as Barry is pulling out his Flash suit.

Orphan's awesome. I haven't read too much of her post-Flashpoint, but when she was first introduced, she became Batgirl for a while. She was basically born to be the ultimate bodyguard for Ra's al Ghul, and her father never taught her how to speak so that she would instead use the language center of her brain to learn how to read body language.
