I find that weird because Stain was about people becoming heroes for "wrong reasons" like fame and glory. Which I guess means it's ok if someone is a crappy hero but does thing for the goodness of his/her heart. Stain also viewed Endeavour in disdain even though he is really good, and pretty much everyone else except All Might and Deku. The public official here agreed that Stain's ideals are unrealistic. During All Might's and All for one's fight the people were more concerned about whether the heroes could protect them anymore, rather than them being heroes for wrong reasons. If there was a serious problem with heroes (all heroes we saw were competent and did their best), it had more to do with lack of experience because All Might dealt most of the crime himself, either through direct action or deterrence. The heroes did very well and it was only because of OP All for one that they almost lost. The guy also said that there were too many heroes on the streets and response time was so low. Maybe it's just the dub, but i'm not seeing much evidence that Stain influenced anyone other than the fringe criminal elements, who are always looking for an excuse to start a fight. Most people don't care and just want to live a peaceful life.

Aaron was actually super on point in the post discussion, regarding public opinion, wanting quality heroes over quantity, with a potentially smaller budget, etc. Rick and the others need to understand how much Stain and then the fall of All Might affected Japan.

Ms. Joke's quirk is "Outburst", she tells jokes and if her opponent laughs at them, her quirk activates and makes their movement and focus deteriorate so they can't fight back effectively. Aizawa doesn't use his quirk to cancel her quirk (when he uses his power his hair goes up as an indicator) but rather, he knows her so well from when they had agencies close to each other that he shrugs off the jokes.

Both Class A and B are taking the exams at the same time. There are 3 test locations per test-taking period. There are 2 phases to this particular test. The dub decided to include the september test much earlier than the sub and the manga which added to the confusion of how the test is administered. Introducing the that there is another test just downplays the importance of those who are in their later years of passing this one test. It doesn't mention this in the manga or the sub but I don't think there were always 2 tests within a couple months of each other for reasons that could be considered spoilery depending on your perspective. They decided to go for the quality over quantity approach for this because with the fall of All Might and the influence of Stain, The Government and the public began to realize that the world is oversaturated with lackluster heroes or heroes who are doing it for the wrong reasons. They can't do anything about the reasons people want to be heroes but they can increase the skill level of new heroes limiting the lackluster ones.

joke was actually at the ua sports festival. you can see her in the stands after the deku/shinso fight. she comments about how ua isnt very bright if they have shinso in general studies instead of the hero course

Im glad you guys are liking this arc since for anime readers that read the manga is a drag down because we know that the final episodes of the season are the best and we just wanted to get over this episode but since you guys are watching this blindly I guess you guys love it haha

I thought the reason they limited the number was because they were upping the difficulty of th exam to get more quality heroes out. Stain and League of Villains have showed a few villains can cause so much harm despite having a ton of heroes. They may be looking at it as if the exams and schools have gotten a bit lax during peace time. Upping the difficulty of the exam may seem to go against the idea of improving Hero society because it will have less people become heroes, but in the long run it will likely produce more high skilled heroes and get them out there. Plus since there are already so many heroes out there already this would be the best time to revise their tests, since the country isn’t in high demand or need of heroes. The downside of producing less heroes won’t hurt them much.

I kinda disagree. Sure it did work for this episode, but I felt that the pacing for this arc as a whole was slow and dragged out a bit. There were quite a bit of repeating of scenes within the arc itself which seemed to be there only for the purpose of reaching the minutes per ep quota, and there's even one whole filler ep (two technically but both are still good eps). That said, this arc has its own wondrous moments (that not a lot of people pay close attention to because it is coming off of the All Might/All for One hype train), and MHA's pacing has generally been good.

I don't know if it's explained differently in the manga, but the guy seemed to imply that there are simply too many heroes on the streets. Which weirdly seems to conflict with the view that crime is on the rise because of All Might's retirement. Or maybe the rise hasn't happened yet. And Stain's ideas were pretty silly and unrealistic anyway just like the guy said. Should the police, firefighters, and paramedics also not get paid? "Thank you doctor for saving me! Wait, you are doing this for money? Scum!!" Why does it matter why you do it anyway? Only thing matters is how well you do your job. I think most people understand this. Besides this test is not going to stop people who seek fame and glory. It's all about skill, not motive.

One thing I absolutely love about My Hero is the pacing. Where other anime would stretch out the training and the romance scenes to pad out a season, My Hero just skips to the next challenge. It's really impressive and refreshing that a studio would do such a thing. Also, omg Aaron, kudos for a random Boy Meets World reference.

The point of letting fewer students pass this time around is to regain the public's trust in heroes. We know from previous episodes that Stain's philosophy of "true heroes" has spread all throughout society. Those ideas, combined with U.A.'s repeated failures to protect its students, have caused society to lose its trust in modern heroes. Thus, the Hero Public Safety Commission's plan to counteract this is to start issuing provisional licenses only to the best of the best, thereby proving the usefulness of heroes and rebuilding the reputation of the heroics system.
