Distracting over killing is a clear sign of lack of confidence and skill. Remember, those are either rookies or garrison forces, people that most likely never killed an actual titan in their lives, so they hesitate. On the other hand, the Scouts dont hesitate, because they have experience.

In context of this episode I can understand their confusion. I don’t really think the anime explained it well enough on why soldiers were on the ground luring them away (and I’ve seen it confuse a lot of viewers too.) They don’t understand why Connie can shoot at an angle that let’s him kick a Titan, but not find one that would let him strike at the neck. A lot of their conversation on that was them asking those type of questions and trying to piece it together. I don’t think they mean to belittle how hard it is to kill Titans, but try to piece together why the characters aren’t going for the neck and how tough the Titans are.

You can’t usually kill titans in an open space. You need some form of high ground. Levi is one of the few people that are an exception to this rule, and even he would usually avoid the situation.

You know, there's a reason why so many soldiers die when battling titans. It's because they're insanely hard to kill. It ticks me off that these three keep talking as if killing titans SHOULD be pretty easy.

You need lots of forward momentum to be able to cut the titans' napes. Connie and Marco were flying (swinging) cross-wise to the direction of the street. If they tried to cut the titans' napes they'll need so much momentum that they'll end up crashing into the buildings on the other side of the street. This is the reason why soldiers have to bait the titans into facing the buildings, so that the other soldiers who'll make the kill will be swinging parallel to the streets and they won't end up crashing. One way to avoid the momentum problem is by using the spinning technique employed by Captain Levi (and soon by Mikasa as well). It's a very difficult technique, but it will allow you to kill titans while swinging from any direction.

Practically, I think it also makes sense that they couldn't make those cuts. Connie and Marco were both coming at the titans cross-wise to the direction of the street -- which means if they make that cut to the titans' napes their momentum would crash them into the buildings on the other side of the street.

And how would they know about their weak spot if they didnˇt send out expeditions in the first place? They had to find out somehow and it could hardly be from behind the walls. So at the very least the first expedition wouldn´t know about the weak spot.

I think Rick has the right idea on how soldiers not killing the Titans is meant to distinguish skill level between average soldiers and the high skilled/talented ones. Mikasa and Levi are the best of the best so the best way to show that is essentially have them making the most kills or spectacular ones. To do that some of the average soldiers have to be shown not to be able to make the same kills. That is not a criticism on the show’s part, but just a reminder that it asks us to remember that Titans might be big targets, but are hard to kill. Things easier to buy in the manga due to not seeing how fast they are harder to show in animation form.

Just to clarify for Rick but people were aware of the neck being the weak point of Titans before the show started. Even just the line of "all the people we sent out helped" really should imply that. After all they would have obviously had more than just 1 expedition beyond the wall it'd be pretty stupid to try without having even an idea of how to kill them. Not a criticism just clarifying.

I think they couldn't kill the ones in Eren's path or else he might trip on their corpses. And the cadets didn't want to risk slicing a titan, even from behind, because there was still a good chance they might fail. Then they'd be in a good position to be eaten. Remember back in episode 8, when they had that plan with the elevator, and the best titan killers in the 104th trying to slice titans from behind? A couple still failed. Clearly, killing them is really difficult, and distracting them is somewhat less risky. This is all just speculation, though.

It's not easy to kill the titans. The ones who can kill are usually the talented soldiers. Remember the supply storage place, when they had a plan and some of them messed up. Even the main character did not kill a titan in human form.

Until the scouts arrived most in trost were cadets and garrison regiment soldiers. Almost all of which are inexperienced in actual combat with titans and even those that are experienced are terrified. I lay most of the blame at how strange it seemed very few went for kill shots on the animation, as if the titans were moving at the same speed as when shit goes south, aiming for that specific spot would seem far more daunting than it does when they're moving 2 feet an hour. Not that its bad animation, its a low priority scene so no reason to invest much in it, but thats why it seems so ridiculous. Notice as soon as the scouts arrived, who are by far the most experienced, titans started dying left and right.
