The burn was not the result of Shoto's blast. The reason stain wears the mask in the first place is to cover that scar. He had it long before this fight.

INCOMING WALL OF WORDS--->I can understand the laws, even in the self-defense because Iida wasn't there to protect Native - he didn't even care about himself as long as he took/killed Stain. Same with Native wanting revenge too. I imagine despite Midoriya's intentions, he still took off on his own after being told to stay put and instead of finding or alerting any of the pros there on scene, goes alone - still a hero intent to SAVE others. I would argue that Shoto was the one truly thinking like a (pro) hero in that he got the call and surmised it to be one of help and I believe he left telling Endeavor that he was checking something out and for his dad to send pros to his location? I could be wrong but I think he did request back-up. I just think it is unfortunate in the rule of the 'intent to harm' because there is no way they would successfully capture Stain without force. But this 'intent to harm' is exactly what Stain does in that he seeks to hurt others with his quirk and even kills some of them. I guess the law is stated that if you can't apprehend (as a non-licensed person) without using harm, then it's not a battle you should fight. Given the chaos going on, I was upset with this rule in regards to Shoto, Midoriya and Iida but I know the law is more for people like Stain with his vigilante mindset. Which is why the Chief of Police closed with those thoughts, giving his appreciation. He started with the technical legal stuff so that they understand the law and how it works. The line "So it's ok to break the law as long as it goes your way?" Is a very profound landmine of a question. Example: Stain seeing crime and corruption, kills some conviction-less villains and some 'fake' heroes and crime decreases immensely. Does that make breaking the law ok... The end justifies the means type of deal. Very cool stuff and I cringed when Shoto says the 'Mutt' line. Not cool, man, not cool. Lol. Anyways, this is a resolution episode as well as a set-up episode. Very nice breather and offers a lot to mull over. Great reaction guys!

Laws like that could easily lead to the creation of a villain similar to Stain. Preventing people that can help from helping will create resent, which will in turn foster hatred for the system. You can't truly expect someone to sit idly while a murder takes place in front of them that they feel they can stop. That's the kind of experience that will shape them for the rest of their lives. So while I agree that It's a risk to let them help, I think it's an even bigger risk in the long term to stop them from helping.

Easy to forget but the laws in MHA are near-placeholder as the world is still trying to figure out how to maintain stability with quirks in the mix. Due to the semi-random nature of quirks, they have a full suppression style law to discourage accidentally lethal events by prohibiting unlicensed use of quirks to cause harm. You can argue self defense should make for an exception but whether right or wrong, thats not where society is at yet. Imagine if someone was born with a quirk like all mights but didnt seek to become a hero. And suddenly they were put in a dangerous situation. Lacking training in judgement and use, his self defense could readily result in natural disaster levels of damage. So they have an unfair and potentially unjust law in place because thats the best they can do for now.

While I agree that the circumstances of the stain fight should give them leniency, I don’t think the chief is wrong either. If everyone believed they were the exception to breaking the law, there would be no consequences or punishment for their actions. You can’t have that, especially when you’re talking about a society where 80 percent of the population has some kind of power.

Devils advocate: Self defense has a line and Stains injuries were very serious instead of pressing charges, going to court and bringing bad PR to the school, they use endeavor to avoid that situation all together.

Yeah, the part with the police neveer really made sense. "So it's OK to break the law as long as it goes your way?". God damit, he just said they acted in selfdefense, so they didn't break the law. And if the law doesn't afford you the right to use your quirk for self defense, then yes, YES it's ok to break it!
