It's easy to say that you wouldn't do something you have no ability to do anyway, like if I ask you "Would you steal from other people?" you'd probably say no but you have no idea on how you would react if you actually had the ability to magically steal from people with no one ever finding out you're the one doing that, Light wholeheartedly believes that he would never kill anyone after all he is a lawfull person who despises criminals but we know what would happen if he actually had that power.

Nice reactions! Yeah that building is pretty crazy and eludes to the point, once more, just how intelligent, rich and influential L is. That building is meant to 'house' or hold up to 60 people. So while he failed to prove Light's Kira, he's not leaving that building (or L's side literally) until Kira is caught. Rem said at the start to one of the Yotsuba businessmen, he can use it in any way he likes BUT must keep killing criminals that appear on TV.

I guess cause people were still dying while Light &amp; Misa were in jail he assumed if they were Kira they should be able to kill without needing anything.

The person who has no memories of the crime should still get the punishment since he proved that he is capable to do evil when given the chance and therefore would most likely commit another crime when given the chance.

So I think that it is one of those things that you saying given these set of circumstaces you would or would not do this action but you don't know unless you are actually presented. So like if you asked Light before he got the Deathote "If I gave you this notebook that all you had to do was write someone's name in it and they would die would you do it?" I think he would say "no that would be wrong" because when we see him before he gets the book he is fed up with all the crimes and that nothing that is being done is stopping it, but in this time before he gets the book he never "expresses" in his thoughts that he thinks all criminals should die. However once he was actually given the opportunity he decides to use the power, and only once he knows that the power actually works does he decide to use it and rid the world of evil. He only used it on a criminal the first time because he didn't want to actually kill someone good if it turned out to be real. Once he loses his memory the situation becomes hypothetical again and he believes he would never use the power.
