As for Mineta passing the exam, they only had to incapacitate the fake villains. Getting them stuck with his balls counts as incapacitated.

And Momo Yaeyorozu is like an alchemist, she creates anything she wants from her body as long as she knows the makeup. She wears scantily clad clothes for more room to produce items
