Cybermen have changed over time to what we have today. They started out with skymasks on there heads and over there heads was a flashlight held there by the same bars you saw in these cybermen coming out the ears.

About the whole Torchwood thing...Maybe this alternate reality split from The Doctor's universe at some point in the past AFTER the time that the queen met Rose and Doctor and created Torchwood. So up until that point there was only 1 universe and then a decision was made and the two choices spawned the alternate reality....Did that make any sense?
