For M'gann, the voice actress is the same, she just lowers her voice. Also, with her phasing, she said in season one it's a concentration issue, she was too young to and didn't have the proper control to be able to phase shift. As for Connor, he was still only using infrared vision. If you go back, you'll see he wasn't exactly looking through the trees, it was just the heat signatures of the robots that he saw, not their actual full colored image. So no, he won't be getting new powers. Garfield's/Beastboy's skin pixelation is green because of M'gann's blood altering his DNA, but you notice he doesn't have the same amount of control over his transformations as M'gann does, seeing as he can only change to animals. So maybe that's why his color doesn't change when he turns into different animals.

So no, Connor will never have full Kryptonian powers. That was stated in season one

Connor was not using X-Ray vision. That was infrared, as he was able to see the heat signatures of the mechs. Phasing is a technique available to all martians that has to be taught.

His collar is the same as Miss Martians costume in that it transforms as he does. That way he's not going to end up ruining clothes time he needs to shift into something bigger.

I feel like everyone has the same reaction at the start of season 2 where the just want the OG crew back, but man do the new guys grow on you so quick haha

Season 1, Episode 4.... we saw that Connor had a 'infrared vision' (Or heat signature) ability long before his "limits" were discussed. We also saw something similar to this ability when he was working with the New Genesis people. This ability is not 'new' and does not need 'shields' to access. He just hasn't used it often enough to be considered 'common place' for his character.

Always wondered if there was anything to the fact that the 6 members of the 16 missing hours were the Justice Lords in an alternate universe in the Justice League animated series. Maybe just a fun nod.
