The moon makes you more powerful, so you can be powerful without it. Also because of the roundup and oppression of a lot of the waterbenders nobody really explored bloodbending. Culture in the Northern Water tribe wouldn't even allow or think about the dark side of waterbending. Hama spent years perfecting the technique and she was the most powerful bender in the south pole because she was the last one left fighting the Fire Nation. Katara made bloodbending Illegal which brought the technique to light and some people started to explore the newly discovered ability. So bloodbending outside of a full moon is entirely possible.

Much like how Katara went from not being able to bend water forward to a master waterbender in a years time proves that if you practice you can improve very fast if you just practice. Remember what Hama said, it is called Bloodbending, but what they bend is the water inside the body, you just need to be a powerful bender with practice to do it. Katara Bloodbended a human being on her first try while Hama had to practice on rats first. Everything we have seen so far suggests that it is simply a bending technique that just requires proficiency and time to master it. Who knows how long Tanraq had to practice before he achieved this state. Katara and Hama required the moon because it simply gave them a powerboost. Nothing we have seen suggests that the same power can't be reached with simple practice. The full moon remains just a power boost, not some magical key to unlock techniques that are otherwise unattainable.

Been so hyped for this reaction, and it was awesome. You've had so many cool theories, you've talked so much about blood bending and now you finally got something right. :P A lot of people have already pointed out that the acting of he council and Tarrlok does have certain precedent in our time as well, so I won't add more to that. You made some cool observations during this I hadn't noticed before, but I can't really talk about them yet...... oh well. The Tarrlok and Korra is so great, I love it. Korra is just so very physical and it's so different from Aang. Also, Asami's fighting game is on POINT! The reaction to Korra's super anime freak out moment did not disappoint either. That was kinda funny. I absolutely can't wait for next week now. And all the rest of the weeks as well, obviously. :P

I love that so many people are making the Japanese internment reference. I'm Japanese and my grandparents were in the internment camps as children. I also want to point out that INTERNMENT POLICIES ARE STILL CONSIDERED CONSTITUTIONAL IN THE US. Korematsu vs the United States determined it was legal and it has never been overturned. Fred Korematsu's CONVICTION was removed from his record, but it is still constitutionally legal to this day. It's why Trumps administration was looking at it for Muslim registration. They poorly implemented it, but it was based upon that in part. Also look at Arizona and Latino populations and detainment deportation centers in the US. It happens all the time and is completely legal despite violating Human Rights

So just wanted to make a quick note: turning off the power then waiting for them to come outside, then arresting them for being outside after curfew, is very in line with tactics that are COMMONLY employed by police in almost EVERY country. That's exactly the kind of tactics that police use to arrest protesters, to incite riots so that they can claim there was a riot, and so on.

This show deals with so many social issues it's actually amazing. There have been times in the past where we have been threatened by a certain group of people, so we punished everyone in that group. Like the Japanese during WWII. This is no different. You guys talk like this sort of thing never happened. Look back in the earlier years of Amarican history. We didn't have a curfew for African Americans, but we might as well have considering how horribly they were treated.

Hey guys, first time commenter, I really enjoyed your speculation on the nature of the government of republic city and the issue of civil rights for non-benders. I think that its important for us to remember how new this government is not just in a historical sense but also an ideological one. This is the first time that people from all four(though mostly three) nations are living together in one city it's very possible they simply haven't faced the sort of issues that the US has which have developed our own understanding of civil rights. While now it would be nearly unthinkable for us to round up a group based solely on their ethnicity just 70 or so years ago the US was rounding up Japanese and putting them in internment camps during WWII. So even a nation who had a well developed legal system and the value of personal liberty instilled in its very constitution was capable of suspending the rights of some for it's own reasons. I'm not defending any of Tarlocs policies here but it seems like they are just now making the mistakes that will help develop a better relationship between bender and non-benders in the future.

That's an important point that I think a lot of people miss. They could be but the fact is we don't know. They represent their nations culture, not strictly just the benders.

I always interpreted the full moon as a power boost and nothing more. Sorta like a potion in D&D that'll give you +20 Strength for 24 hours. So if bloodbending requires lets say 200 "Waterbending Points" but you only have 160 you couldn't do it. But if the full moon gives you +40 you could. Here Tarrlock already has 200 points so he can bloodbend regardless of the moon's cycle. At least that's how I make sense out of it.

That's the whole point: the council members were so afraid of the non-bender terrorists that they reacted in the most irrational way. They basically let the terrorists win. It does reflect our society in many ways, especially with the rise of Islamophobia and right-wing politics. And not too long ago during WWII, the American leaders did unjustly force American-Japanese into camps just because they were Japanese. Tarlok is using the councilmen's / benders' fear of the Equalists to gain political powers. He is using their fear to rise up as the benders' hero.

I know it's frustrating but it's supposed to be. Not to get too political but just look at our world, how often do the rights of a minority get stripped, justified because of the fear a few cause? Look at the Muslim ban that trump tried to push through, or the Japanese internment camps, The Jewish people and Romanians. It happens in our world far too often. Why would Korra's world act differently?

Well, the gaang isn't made of incredible political minds. The fire nation is ruled by an absolute monarchy, the council is more fair than that. I just don't think that they considered corrupt politicians when they founded the city.
