There's no way he is not vigilante I don't exactly remember what episode but I do remember that Oliver and Adrian were talking about some inside information about some bad guy and when Oliver shows up to the scene as the green arrow coincidentally vigilante is there too. Coincidence? I think not

Vigilante said he lost his family due to crime, but Chase has a wife.. just saying

I think he must be Vigilante. They tried to make it look like he might not be by injuring him, than having Vigilante show up. But come on pain meds do wonders. Though I also believe Talia is Prometheus with a voice modulator, so I'm probably wrong.
