The murder victim is displayed under a holo so many people will walk by it and look "right at it" without realizing what is under the holo, and then when it is revealed later to all these people that's what they were actually looking at it corrupts a ton of people's psycho-pass all at once. It's not just the one murder victim, a whole block of people can potentially have their lives shattered suddenly because your psycho-pass is basically your life.
