His nationality is Finnish, so english and japanese are his second language. Which is part of the reason he has both broken english and japanese.

Amadeus is more advance than the typical A.I in that it uses human memory as data, so while we can train an A.I to act like a person in the real world, this takes it a step further. In the visual novel during this part in the story, Maho talks about the medical benefits of digitizing human memory which is what you were alluding to at the end.

Yeah... when a character (even if they are a foreigner) is also supposed to speak japanese, they just make the japanese voice actor speak in english and most of the the time this is the result lol. Which is funny when they say things like it's their "second language" or "I speak a litle japanese" in perfect japanese lmao. And sometimes, when they're some npc character that's in a random scene or two, they just pick some guy that speaks english that is CLEARLY not a professional VA and it sounds bad too. But yeah, it's rare for them to pick actual foreign voice actors in Japanese dubs.

Honestly I find Leskinen's English accent matches his character since he's an english speaker that speaks Japanese poorly, so the poor English helps get it across to English listeners. Western people voiced by Japanese VAs with accents and weird English translation are extremely common in anime; good English pronunciation just isn't a job requirement, and the primary audience doesn't care. The reverse is also extremely common, Hollywood is infamous for casting asian people interchangeably and European languages in American movies are often used incorrectly, again because such a small percentage of the primary audience actually cares.
